West Sussex County Council is to continue developing ambitious plans to develop a new fast and frequent bus network along the coast from Portsmouth to Brighton despite a setback at the hands of the Department for Transport. A bid for support to develop the scheme from the Transport Innovation Fund (TIF) has been unsuccessful.

It also means the Government will not finance a study into whether a congestion charge based in part on the centre of Chichester would be feasible.

The Department for Transport had linked TIF bids to schemes that included an element of road pricing.

The West Sussex scheme was not included in nine schemes across the country that will share £7.5 million to develop innovative plans to tackle congestion.

Despite the decision, Lieutenant Colonel Tex Pemberton, West Sussex Cabinet Member for Highways and Transport, says the 'Coastal Expressway' plan is far from dead.

He said: "This scheme is still being recommended by the Regional Transport Board for funding in the Government's programme from 2013 so work to develop the idea will continue, but it will be at a slightly slower pace.

"We are concerned about tackling congestion in the busy A27 corridor even if the Department for Transport is unwilling at this stage to help us look at innovative solutions.

"Had we been successful with our TIF bid we could have really accelerated the planning of a new public transport network for the coast that would give people a serious alternative to the car for commuting and leisure journeys."

The 'Coastal Expressway' concept includes bus priority at traffic lights and busy junctions with electronic timetable information for passengers at greatly improved bus stops.

Colonel Pemberton added: "I feel sure we can still develop 'Coastal Expressway' as part of the answer to the growing problem of congestion we are facing on roads such as the A27.

"I am just sorry that it will now be delivered later rather than sooner."
